That is the girl from the "Ghost Stories" anime, funny thing I watched this in my birth country and they have a fantastic Spanish dub for it, who focused on the horror element of the series while still managing to have lighthearted moments, I came here and watched the English dub, and man I dont know what those English dubbers where smoking but the English dub is an straight up parody dub a la Yu Gi Oh abridged and is disconnected totally from the story.
