Regardless, the clip first surfaced in September 2023 when other YouTubers shared it as a Short akin to motivational business content that falls under the umbrella category of hustle culture.
Belmar is telling a story about the time he bought Johnnie Walker whiskey for Tristan Tate, the brother of Andrew Tate, when he visited the Tate brothers in Romania back in 2022.

Who Is Luke Belmar?
Luke Belmar is an Argentinian-born entrepreneur who amassed much of his wealth from cryptocurrencies. He gained a large following on social media because of his "hustle culture" content giving advice and spreading his dogmas about business.
He's the founder of a course called Capital Club, which teaches people how to have entrepreneurial growth. Like other such programs, Capital Club has faced allegations accusing Belmar of fraud.
