The second half is a couple year old segment tucker did.

The issue is that the "White" part is the "Western civilization" part. Western civilization is considered Europe and America, which are white dominated countries/continents. Saying that Western civilization makes all good things possible implies that non western (non white) civilizations at best contribute nothing or at worst contribute only bad things.

This is a common dogwhistle on the far right.
