Lenin and Stalin reformed those institutions into vocational rehab in order to build a workforce that could rapidly industrialize the USSR so they could stand as equals compared to the USA, who was actively trying to destabilize the USSR. So, the number of people who were incarcerated in the Soviet gulags is immaterial. They were nothing like the brutal US slavery prisons of today.
