. The more relevant thing is that the gulags were vocational rehab camps. People who committed real crimes were put there (assault, murder, r---, etc.). They were taught real trades while they were there and became productive workers after finishing their sentences. It's western propaganda that claims the gulags were a place to send political enemies to censor "heroic" dissenters. The idea that gulags were brutal prisons for people who dissented against the rulers came from how the Czar and the monarchy ran the prisons prior to the October revolution. Under the Czar, they were brutal death camps. Lenin and Stalin reformed those institutions into vocational rehab in order to build a workforce that could rapidly industrialize the USSR so they could stand as equals compared to the USA, who was actively trying to destabilize the USSR. So, the number of people who were incarcerated in the Soviet gulags is immaterial. They were nothing like the brutal US slavery prisons of today.
