Strange, isn't it? is a quote from the 1999 animated film, Sonic the Hedgehog: The Movie. The quote and the scene in which it takes place became subject to numerous film and redraw parodies in the Sonic fandom in the 2010s.
Origin
The movie was originally a two-episode Japanese OVA that was released in 1996 in Japan. In 1999, it was re-released in English with the two OVA episodes combined as Sonic the Hedgehog: The Movie.[1] Near the end of the movie, Sonic faces off against Metal Sonic. During the fight, Metal Sonic synchronizes his movements with Sonic, and Sonic says the line (shown below).

Spread
Starting in the late 2000s, fans recreated the scene in Flash and Source Filmmaker. The first notable parody of the scene was in the fan Adobe Flash collaboration "Sonic Shorts: Volume 5", which was posted to Newgrounds on February 20th, 2009.[2] It was later reuploaded to YouTube by Sonic Paradox on April 4th, 2016 by Sonic Paradox (shown below).[3]
In January of 2020, fans were also able to get Ben Schwartz, the voice actor for Sonic in the 2020 Sonic the Hedgehog movie, to say the line.
The scene was also redrawn by fans, oftentimes replacing the Sonic characters with ones from other works (examples shown below).
