After the September 17th, 2015 presidential debate and hearing everyone lambaste Rand Paul's chosen code name I got this idea to combine:

It took me far too long to figure out that paint can't make transparent backgrounds when I opened it by mistake instead of Paint.net. The whole project was less than hour's work before and after that. The character is actually "Touch Me" from Overlord, an anime. Considering the subject, I thought of this character immediately for this to work best. Yeah, even the character's background was a factor but that's as far as this goes so avoid reading too far into it. Kanji are just 正義降臨 (Seigi kōrin) the first two meaning "Justice" and the second two can mean "has arrived" or "descended upon us" depending on how literal you take this. Just as a bonus, Justice never sleeps would be 正義は眠りません (seigi wa nemurimasen).
