She is probably the greatest otoko no ko (trap) character ever to never be heard of in the west.  She does not appear in any anime or manga but instead is the <a href="http://www.city.shimotsuma.lg.jp/page/page000589.html">official mascot of a city in Japan, Shimotsuma-City, Ibaragi Prefecture</a>.  It would be like if a midsize western city had a trans woman as the official icon.   

The reason many otaku think she is meant to be an otoko no ko is because of her wings, which have a coloration similar to the male sex of Japan's national butterfly, sasakia charonda, the Great Purple Emperor. Shimotsuma is in the region which is that butterfly's natural habitat.

According to the city of Shimotsuma Shimone is genderless, at least that is how google translate translates it.  The truth is the concept of Otoko no ko does not translate well into Euro-American culture other than to place it under the transgender umbrella.
